Moving to Canada from Ukraine

Tailored for Ukrainian citizens

Your relocation snapshot Moderate

Entry: Visa (TRV) required — $100 + $85 biometrics. Ukraine permits dual citizenship, so becoming Canadian later won't cost you it. Canada costs roughly 2.1× more to live in day-to-day than Ukraine, while typical pay is about 5.9× higher.

Recommended path

Ukraine became one of Canada's largest sources of temporary residents through the CUAET emergency program; that cohort is now converting to permanent residence through a dedicated family-reunification pathway.

  • A visa is required to enter — budget the fee and processing time before you book anything.
  • No working-holiday route is open to you, so that shortcut isn't on the table.
  • Dual citizenship is permitted — you keep your original passport.

🇺🇦 Important for Ukrainian citizens

Dual citizenship just became possible — and Canada is named. Ukraine's multiple-citizenship law took effect 16 January 2026, and Cabinet Resolution 1412 lists the permitted states: Canada, the USA, Germany, Poland and the Czech Republic. Ukrainians naturalising as Canadian no longer lose Ukrainian citizenship. Note that inside Ukraine you are still treated solely as Ukrainian — no Canadian consular protection, and martial-law rules apply.

Getting in the door

🇺🇦 If you hold a Ukrainian passport

CUAET is closed — overseas intake ended in 2023 and the travel deadline passed in March 2024. Ukrainians now apply through ordinary visas and permits at standard fees. However, those already in Canada who arrived by 31 December 2024 can extend open work permits to March 2027, with one-time extensions of up to three years.

Roughly 50 nationalities — the US, UK, most of the EU, Japan, South Korea, Australia — can fly in visa-free but still need a $7 CAD eTA (Electronic Travel Authorization) before boarding; it’s usually approved within minutes. Everyone else needs a full Temporary Resident Visa ($100 CAD plus $85 CAD biometrics), which can take anywhere from a few weeks to several months depending on where you’re applying from.

At the airport, new permanent residents land with a Confirmation of Permanent Residence; work and study permit holders usually have their actual permit printed at the border, even if it was approved online in advance. That landing date is the one to remember — it typically starts your tax residency clock and, eventually, your citizenship clock.

Your first month

The first-30-days checklist

Tick things off as you go — this list lives in your browser for this visit.

Public health coverage wait by province
ProvincePlanWait for new residents
OntarioOHIPGenerally none for eligible newcomers
British ColumbiaMSP3 months
AlbertaAHCIP3 months
QuebecRAMQ3 months (shorter for contracted workers)

A bad accident in month one, uninsured, is the single most expensive newcomer mistake in this guide — the gap insurance line above is not optional advice.

🇺🇦 Your documents

Documents from Ukraine can be apostilled rather than consular-legalised for use in Canada, since both countries are parties to the Hague Apostille Convention. One stamp from the issuing authority, no embassy chain.

Taxes, driving, and staying legal

Canadian tax residency is decided by the CRA, separately from your immigration status — for most newcomers it simply starts the day you move in. File a return even in a partial first year; it unlocks benefits like the GST/HST credit and Canada Child Benefit. Driver’s licence exchange rules are set province by province: Ontario, for instance, waives the road test entirely for licences from about 18 named countries, but gives everyone else credit for at most 12 months of foreign experience before requiring the full graduated system.

🇺🇦 Your driver's licence

Ukraine has exchange agreements with Ontario and Alberta, but not BC or Quebec.

Permanent residency and citizenship

Once approved, your PR status has one ongoing rule: be physically present in Canada at least 730 days in every rolling five-year window. Citizenship itself requires 3 of the last 5 years physically present (part-time credit for pre-PR time, capped at 182 days), tax filings for 3 of those 5 years, a language test (CLB 4) and a 20-question civics test for anyone 18–54. Budget 10–14 months for a straightforward application.

🇺🇦 If you later become Canadian

Ukraine permits dual citizenship, so becoming Canadian does not cost you your original nationality.

Watch for this

Graduating students have exactly 180 days after finishing their program to apply for a post-graduation work permit — miss it and that eligibility is gone permanently, no exceptions.

The short version

Get your SIN and health registration done in week one, carry private insurance for the first three months, and never miss an immigration deadline — the system forgives very little.

Sources & how current this is

Canadian immigration and housing policy moved unusually fast through 2025–2026 — provincial nominee programs were restructured, several federal entrepreneur streams were paused, and fees were adjusted mid-year. Every figure above was current at the time of writing; treat anything immigration- or fee-related as a starting point and confirm the live number on the official source before you apply or budget around it.
