Moving to Costa Rica from South Korea

Tailored for South Korean citizens

Your relocation snapshot Straightforward

Entry: Visa-exempt (Group 1) — $0. Becoming a Costa Rican resident would mean giving up your South Korean passport. Costa Rica costs roughly 1.0× more to live in day-to-day than South Korea, while typical pay is about 1.0× higher.

Recommended path

Korean relocators are a small but growing group, arriving mainly as Rentista residents or on the Digital Nomad visa; a handful of retirees use Pensionado status.

  • Dual citizenship is not permitted, so naturalizing would mean giving up your original passport.
  • Your driver's licence can be exchanged rather than retested.
  • Documents can be apostilled — no consular legalization chain needed.

The DIMEX card and the cedula de residencia

Every approved resident receives a DIMEX (Documento de Identificación Migratoria para Extranjeros) — Costa Rica’s foreigner ID card, functionally equivalent to the citizen cedula. The card itself costs $123 for an adult (roughly half that for minors), paid to DGME once your category is approved. After you submit a complete file — apostilled birth certificate, criminal background check from every country you’ve lived in for the last 3+ years, passport copies, proof of income or investment, and two passport photos, all translated into Spanish by an official translator — approval historically takes 6 to 18 months, and the physical card itself arrives roughly 1–2 months after approval. Some Banco de Costa Rica service points now issue cards same-day once approved, which has trimmed the back end of the wait. While your application is pending, DGME issues a stamped receipt that legally documents your status — keep a copy on you at all times.

Registering with the Caja (CCSS)

Once your residency is approved, enrollment in CCSS — the Caja, Costa Rica’s public health and social security fund — is mandatory, not optional. You cannot renew a DIMEX card without an active, paid-up Caja account. Contributions are calculated as a percentage of the monthly income you declared on your residency application (converted to colones at the Central Bank rate), split between the SEM (health) and IVM (pension) funds — combined rates for independently insured residents commonly land in the 11–14% of declared income range, billed monthly directly by CCSS. There is no opt-out: Costa Rica folds every legal resident into universal coverage, and past-due Caja payments are one of the most common reasons a residency renewal gets stuck.

The first-30-days checklist

Tick things off as you go — this list lives in your browser for this visit.

Driving on a foreign licence

A 2024 reform simplified the rules considerably. Tourists can drive on a valid foreign licence plus passport for exactly as long as the immigration stamp in their passport permits — up to 180 days, at the discretion of the entry officer — rather than the old flat 90-day cap. Residents-in-process benefit even more: you can now begin converting your foreign licence to a Costa Rican one as soon as you’ve filed your residency application, without waiting for approval or for three months of proven physical presence. A converted licence is valid for 3 years. Riders with a standard car licence (B-1 or higher) may also operate mopeds/motorcycles up to 125cc on secondary roads.

Permanent residency and citizenship

Most temporary categories (Rentista, Inversionista, some family-link routes) convert to permanent residency after 3 years of maintained temporary status. Pensionado status is unusual in that it can be renewed indefinitely without ever converting. Naturalization requires 7 years of legal residency for most nationalities, reduced to 5 years for citizens of Spain and other Central American / Ibero-American countries by birth or naturalized citizenship — plus a Spanish-language and civics exam and proof of ties to the country.

Watch for this

A lapsed Caja payment or an expired DIMEX card can freeze a residency renewal even when your underlying eligibility (pension, investment, income) is fine. Set calendar reminders for both well before expiry — DGME has no tolerance for administrative gaps.

🇰🇷 If you hold a South Korean passport

Your entry class: Visa-exempt (Group 1) — $0. Dirección General de Migración y Extranjería's recently published processing time for visitors from South Korea is None — stamped on arrival, up to 180 days, though this moves weekly.

🇰🇷 Your documents

Documents from South Korea can be apostilled rather than consular-legalised for use in Costa Rica, since both countries are parties to the Hague Apostille Convention. One stamp from the issuing authority, no embassy chain.

🇰🇷 Your driver's licence

Drive on your Korean licence plus passport for up to 180 days — no exchange needed until residency.

🇰🇷 If you later become a Costa Rican resident

Under Article 15 of the Nationality Act, voluntarily acquiring another nationality causes automatic loss of Korean nationality.

The short version

Budget a year or more for DGME to approve your residency application, but don’t wait for the plastic card to start living your life — your stamped application (“cita” receipt) legally covers you while DIMEX processing catches up.

Sources & how current this is

Costa Rica has moved fast on immigration and tax rules since 2023 — CCSS contribution brackets, the digital nomad law, and proposed crackdowns on visa-running have all shifted within the last two years. Confirm every threshold with DGME, CCSS, or a licensed immigration attorney before you act on it.
