Moving to Costa Rica from Pakistan

Getting your DIMEX card, enrolling in the Caja, and understanding how long the paperwork really takes.

The DIMEX card and the cedula de residencia

Every approved resident receives a DIMEX (Documento de Identificación Migratoria para Extranjeros) — Costa Rica’s foreigner ID card, functionally equivalent to the citizen cedula. The card itself costs $123 for an adult (roughly half that for minors), paid to DGME once your category is approved. After you submit a complete file — apostilled birth certificate, criminal background check from every country you’ve lived in for the last 3+ years, passport copies, proof of income or investment, and two passport photos, all translated into Spanish by an official translator — approval historically takes 6 to 18 months, and the physical card itself arrives roughly 1–2 months after approval. Some Banco de Costa Rica service points now issue cards same-day once approved, which has trimmed the back end of the wait. While your application is pending, DGME issues a stamped receipt that legally documents your status — keep a copy on you at all times.

Registering with the Caja (CCSS)

Once your residency is approved, enrollment in CCSS — the Caja, Costa Rica’s public health and social security fund — is mandatory, not optional. You cannot renew a DIMEX card without an active, paid-up Caja account. Contributions are calculated as a percentage of the monthly income you declared on your residency application (converted to colones at the Central Bank rate), split between the SEM (health) and IVM (pension) funds — combined rates for independently insured residents commonly land in the 11–14% of declared income range, billed monthly directly by CCSS. There is no opt-out: Costa Rica folds every legal resident into universal coverage, and past-due Caja payments are one of the most common reasons a residency renewal gets stuck.

Driving on a foreign licence

A 2024 reform simplified the rules considerably. Tourists can drive on a valid foreign licence plus passport for exactly as long as the immigration stamp in their passport permits — up to 180 days, at the discretion of the entry officer — rather than the old flat 90-day cap. Residents-in-process benefit even more: you can now begin converting your foreign licence to a Costa Rican one as soon as you’ve filed your residency application, without waiting for approval or for three months of proven physical presence. A converted licence is valid for 3 years. Riders with a standard car licence (B-1 or higher) may also operate mopeds/motorcycles up to 125cc on secondary roads.

Permanent residency and citizenship

Most temporary categories (Rentista, Inversionista, some family-link routes) convert to permanent residency after 3 years of maintained temporary status. Pensionado status is unusual in that it can be renewed indefinitely without ever converting. Naturalization requires 7 years of legal residency for most nationalities, reduced to 5 years for citizens of Spain and other Central American / Ibero-American countries by birth or naturalized citizenship — plus a Spanish-language and civics exam and proof of ties to the country.

State banks will open an account before you have residency; private banks and real credit wait for your DIMEX card.

Opening an account without residency

Costa Rica tightened know-your-customer and anti-money-laundering rules through the 2010s and again after FATF grey-list pressure, and private banks responded by locking non-residents out almost entirely. Today, BAC Credomatic and Scotiabank will almost always ask for a DIMEX card before they’ll open a personal account. The workaround most expats use is the state-owned banks — Banco de Costa Rica (BCR) and Banco Nacional (BNCR) — which offer simplified personal accounts to non-residents on a passport, a Costa Rican phone number, a local address (a rental contract or even a hotel confirmation is often accepted), and a basic statement of where your money comes from. These accounts typically cap monthly deposits at roughly ₡1,000,000–3,000,000 (about $2,000–6,000), exclude corporate accounts, and come with no credit product attached.

Fees and day-to-day banking

Monthly maintenance fees on basic accounts run $0–5, but wire transfers (SINPE for domestic, SWIFT for international) carry real costs — inbound international wires commonly cost $15–25 at the receiving bank, on top of whatever your origin bank charges. SINPE Móvil, the instant phone-number-to-phone-number transfer system, is free and near-universal — most Ticos and long-term expats use it for everything from splitting a dinner bill to paying a landlord, and it’s worth setting up in your first week.

Credit is a resident’s game

Costa Rica has no cross-border credit bureau reciprocity: your US, Canadian, or European credit history means nothing here. Building local credit — needed for a Costa Rican mortgage, a car loan, or even some rental agreements — realistically requires DIMEX-verified residency plus 1–2 years of visible income and account history with a Costa Rican bank. Most foreigners who buy real estate in their first few years pay cash or arrange financing through their home country; local mortgages for non-residents, where available at all, run notably higher interest rates than resident rates.

Dollars vs. colones

Costa Rica is unusually dollarized for a country that isn’t officially so: rents, real estate listings, and many professional services are quoted in USD, while groceries, utilities, and government fees run in colones (CRC). Most banks let you hold both a dollar and a colón account under one login and move between them at the daily rate. That said, the colón has strengthened sharply against the dollar since 2022 — from roughly ₡697 in mid-2022 to under ₡450 in September 2026, a ~35% swing — which has quietly eroded the purchasing power of anyone living on a fixed USD pension or remote-work salary.

Four real residency doors — Pensionado, Rentista, Inversionista, and the digital nomad permit — plus a fading fifth: the visa run.

Pensionado

For retirees with a guaranteed lifetime pension or Social Security income of at least $1,000 per month, verified with an official letter from the paying institution. This is the cheapest and most durable long-term category — it renews indefinitely without ever needing to convert to permanent residency, and it’s the closest thing Costa Rica has to a "set it and forget it" visa.

Rentista

For people with steady but non-pension income: proof of at least $2,500/month for a minimum of two years, guaranteed by a bank or financial institution, or a $60,000 lump-sum deposit in a Costa Rican bank structured to disburse roughly $2,500/month. Rentista status must be renewed with fresh proof every two years until it converts to permanent residency.

Inversionista

Requires a minimum investment of $150,000 (lowered from $200,000 under Law 9996 in 2023) into Costa Rican real estate, a registered business, shares, or a government-approved reforestation/sustainability project. This is the most flexible category for people who want to actively run something locally rather than live on passive income.

The digital nomad visa (Ley de Trabajador Remoto)

Introduced in 2021 and still evolving, this permit is for remote workers whose income comes entirely from abroad. It requires $3,000/month for an individual or $4,000/month for a family, verified through bank statements and a sworn affidavit. It grants one year of legal stay, renewable for a second year if you maintain the income threshold and complete a 180-day minimum physical presence in your first year. Perks include a full exemption from Costa Rican income tax on your foreign-sourced earnings and duty-free import of essential work equipment (laptops, cameras, tools of the trade). Crucially, it is a dead end for long-term status: it does not lead to permanent residency or citizenship, so anyone planning to stay past two years needs to pivot to Rentista, Pensionado, or Inversionista before the nomad visa runs out.

Vecino and family-link categories

Costa Rica also offers residency through marriage to a Costa Rican citizen, parentage of a Costa Rican child, and a "Vecino" (neighbor) category for nationals of certain neighboring/allied countries with simplified requirements — these move faster than the income-based categories but require documented family or national ties.

The fading "perpetual tourist" strategy

For years, many expats simply lived in Costa Rica on tourist status, leaving the country every time their entry stamp expired (historically up to 90 days, now up to 180 at officer discretion) and re-entering for a fresh stamp — never filing for residency at all. This is increasingly risky: a 2025 legislative proposal from Congresswoman Priscila Vindas would triple overstay fines to roughly $300/month and impose a 90-day re-entry ban on anyone who lets their tourist stay lapse before doing a border run. As of late 2026 the bill has not been signed into law, but its introduction signals where enforcement is heading — immigration officers already have discretion to deny entry to visibly repeat "tourists," and relying on indefinite visa runs as a long-term strategy is no longer the safe bet it was a decade ago.

Local jobs are legally hard to get; most residents live on foreign income, a pension, or their own registered business.

Local employment is tightly restricted

Costa Rican labor law requires employers to prove no qualified citizen or resident is available before hiring a foreign national for a local position, and the foreign worker needs a specific work permit tied to that employer — a separate process from, and issued independently of, residency status. Most residency categories (Pensionado, Rentista, digital nomad) explicitly do not authorize local employment; taking a local job while on one of those categories is a status violation. In practice, this means the vast majority of foreign residents don’t work for a Costa Rican company at all.

Minimum wage, for context

Costa Rica sets its minimum wage (salario mínimo) by occupational category rather than a single flat floor. For 2026, the base "unskilled worker" (trabajador no calificado) rate is ₡373,092.30/month (roughly $830 at September 2026 rates), with the full range running from ₡268,731 for domestic work up to ₡796,921 for university graduates with a licensed professional degree — all up 1.63% from 2025, with domestic work getting an extra bump. These figures matter mainly as a cost-of-living yardstick: they tell you what a local employee earns, and why the labor market is so protective of those jobs.

How most expats actually earn

The realistic paths to income while living in Costa Rica are: a foreign pension (Pensionado), passive/investment income from abroad (Rentista, Inversionista), remote employment or freelancing for a foreign employer under the digital nomad visa (tax-free on that income locally), or self-employment through a locally registered business once you hold residency. None of these require a Costa Rican work permit, because none involve employment by a Costa Rican company.

Self-employment as a resident

Once you hold any residency status, you can register as an independent worker or set up a Costa Rican corporation (Sociedad Anónima or SRL) to run a business — a bed and breakfast, a consulting practice, an online store. This route requires registering with Hacienda (tax authority) for a tax ID, filing local income tax on Costa Rican-sourced business income, and separately paying into CCSS as a self-employed contributor based on declared earnings. It’s the standard route for expats who open cafes, tour operations, or property-management companies rather than seeking local payroll jobs.

Free public school in Spanish, a well-developed bilingual/international private sector clustered around San José, and a handful of respected universities.

Public schools

Costa Rica’s public education system is free and open to resident foreign children, taught entirely in Spanish following the national MEP (Ministerio de Educación Pública) curriculum. Literacy rates are high by regional standards and the system is a reasonable option for younger children who will pick up Spanish quickly, but it’s a hard landing for teenagers arriving with no Spanish, and school facilities and resources vary a lot between the Central Valley and rural or beach-town areas.

Bilingual and international private schools

Most relocating families with children choose private education, and the vast majority of well-established options sit in or near Escazú, Santa Ana, and Heredia — the Central Valley suburbs where the international community is thickest. Bilingual private schools (Spanish-English, often still following a partly national curriculum) run roughly $4,000–10,000 per year. Full international schools offering an IB diploma or US-style curriculum — Country Day School, Lincoln School, and similar institutions — run $8,000–20,000 per year, with the top end reserved for schools with the strongest university placement records. Beach towns like Tamarindo, Nosara, and Uvita have small international/Montessori-style schools serving the local expat community, but options are far thinner and often cap out at younger grades.

Application timing matters: the strongest schools — Country Day and Lincoln in particular — keep waitlists, and admissions offices recommend applying 6 to 12 months ahead of your intended start date, especially for popular grade levels.

Universities

The Universidad de Costa Rica (UCR) and Instituto Tecnológico de Costa Rica (TEC) are the top public universities, tuition-subsidized and taught in Spanish, with competitive entrance exams. For English-language or international-track higher education, private options like Universidad Veritas, UCI (Universidad para la Cooperación Internacional), and branch campuses of foreign universities serve both local and expat students, generally at a fraction of comparable US private-university tuition.

Central Valley suburbs are cheaper and more livable long-term; beach towns cost more and come with their own utility and internet quirks.

Central Valley vs. the beach

The single biggest housing decision most relocators face is Central Valley (San José metro, Escazú, Santa Ana, Heredia) versus a coastal town (Guanacaste’s Tamarindo, the Nicoya Peninsula’s Nosara, the southern Pacific’s Uvita). The Central Valley offers better infrastructure, shorter commutes to hospitals and international schools, and more housing stock at every price point. Beach towns offer lifestyle and weather at a real cost premium and, outside the main tourist hubs, patchier services.

Renting as a foreigner

There’s no residency requirement to sign a lease — landlords generally want a passport copy, proof of income, and local references if you have them. Standard deposits run one to two months’ rent, sometimes with an additional month held for utilities, and leases are typically written in 12-month terms though shorter furnished rentals are common in beach and tourist areas at a per-month premium.

Buying property

Foreigners enjoy the same property ownership rights as citizens under fee simple title for the large majority of the country. The one major carve-out is the Maritime Zone — the first 200 meters inland from the mean high-tide line on the coast, of which the first 50 meters is fully public and the next 150 meters (the "restricted zone") can only be leased through a municipal concession, with foreign ownership capped and typically requiring a Costa Rican corporation with majority local ownership if you’re not a resident of at least 5 years. Property just inland of that strip, and virtually the entire Central Valley, is fully purchasable by foreigners with no such restriction. Buyers should always verify title through the National Registry (Registro Nacional) and use an independent Costa Rican real estate attorney — title issues and boundary disputes are a well-documented risk in rural and coastal areas.

Utilities and internet outside the Central Valley

Electricity, water, and fiber internet are reliable and reasonably priced in San José and its suburbs — fiber internet plans commonly run $30–50/month for solid speeds. In beach towns and rural areas, expect more frequent power flickers during rainy season (May–November), water pressure that can drop in dry season, and internet that may be satellite (Starlink is now widely used and has meaningfully improved beach-town connectivity) or a slower cable/DSL option rather than fiber. Anyone planning to work remotely from a coastal property should budget for a backup connection and, ideally, a battery/UPS setup.

Costa Rica is one of Central America’s pricier countries to live in, with CCSS contributions and private health coverage as two non-negotiable line items.

Costa Rica vs. its neighbors, and vs. the US

Among Central American countries, Costa Rica is consistently the most expensive to live in — higher than Nicaragua, Guatemala, or Honduras by a wide margin, and closer in many categories to Panama. Compared with the US, a comfortable but unglamorous life in the Central Valley (Grecia, Atenas, San Ramón, Heredia) runs roughly 30–45% cheaper than a comparable US suburb; Escazú and Santa Ana, by contrast, price closer to a mid-size US city like Austin or Atlanta once you add private school and a nicer condo. Imported goods — electronics, name-brand groceries, and especially vehicles, which carry import taxes that can exceed 50% of a car’s value — are often pricier than in the US, which surprises a lot of new arrivals who expected uniformly lower costs.

Groceries

A single person shopping at local markets (ferias) and budget supermarkets spends roughly $67–96/week; shopping mainly at premium supermarkets (AutoMercado, PriceSmart imports) pushes that to $135–192/week. Staples grown locally — rice, beans, tropical fruit, chicken — stay cheap (rice around $0.90–1.30/kg, chicken $4–6.50/kg); anything imported or processed carries a real premium.

CCSS as a fixed cost of residency

Because CCSS enrollment is mandatory for every legal resident, the monthly contribution — roughly 11–14% of your declared income — functions as a de facto tax on residency itself, separate from any income tax. It buys access to the full public healthcare system, including hospitalization, but it’s a bill you can’t skip without jeopardizing your residency renewal, so it needs to sit in your budget as a fixed line item from day one, not an optional extra layered on top of private insurance.

Private health insurance and medical tourism

Most residents carry private health insurance on top of CCSS to get shorter wait times, English-speaking specialists, and access to Costa Rica’s well-regarded private hospital network (CIMA, Clínica Bíblica, Hospital Metropolitano). Private plans for a healthy adult typically run $50–100/month through INS (the state insurer, which also sells private plans) or international providers, scaling up with age and pre-existing conditions. Costa Rica has one of Latin America’s strongest medical tourism sectors — dental work, cosmetic surgery, and orthopedic procedures at private hospitals routinely cost a third to half of equivalent US prices, which is part of why so many expats end up comfortable paying cash for private care even while maintaining CCSS.

The bottom line

Costa Rica rewards people who settle into the Central Valley’s smaller towns and live largely on local goods and services — that’s where the 30–45% savings against a US suburb actually materializes. It punishes people who try to replicate a fully imported, beachfront, air-conditioned US lifestyle: cars, imported groceries, luxury coastal rentals, and international-school tuition can add up to costs that rival or exceed a mid-tier US city. The realistic budget range for a couple living comfortably runs from about $2,000/month in a modest Central Valley town to $4,000+/month for a beach-town lifestyle with a private-school-aged kid and a car.

Pakistan versus Costa Rica

Costa Rica costs roughly 2.8× more to live in than Pakistan, while average pay is about 11.8× higher. The gap usually works in your favour — but housing is where it bites hardest, so budget that first and everything else second.
